It may also be useful, in regards birthright citizenship, to reinforce the requirement that a legal resident or citizen must renounce other allegiances and not adhere to any law or rule as being superior to the Constitution.
Before 1963, it seems that being Islamic was sufficient to be excluded from immigration to the US, as being a person unwilling to submit themselves to the Constitution as the Supreme Law of the Land.
