Can you imagine how that would work out in a nation where every other citizen is well armed? I ask because something very like it was the case in colonial America, at the birth of government “police:”
…constables, sheriffs, and citizen-based watch groups were responsible for policing in the colonies. Sheriffs were responsible for catching criminals, working with the courts, and collecting taxes; law enforcement was not a top priority for sheriffs, as they could make more money by collecting taxes within the community.
It seems those “police” had more in common with the IRS than one might have suspected. Not that their “descendants” are much different, given “civil asset forfeiture” and similar practices.
